There are so many.. diverse ways you can restrict phenotypes to make the game more interesting and immersive.

I was thinking of modding the outcomes depending on who you help in Sol III ww2.

So help the japs into space and their leader names and phenotypes are 100% japanese.
But maybe they have scientists with names from all human phenotypes.
Weighted heavily towards japanese, and then perhaps over time weighted less towards japanese, showing the incorporation of other nations into the japanese empire.

Help the nazis and rulers are only german, but you can still get military leaders from their african-mideastern allies.
