By coordinating ults to take them out. You kinda need a D.VBIED or similar and one more person to run in with a defensive or offensive ult. Then they're done for and you can do it again at the next chokepoint.

I wish I knew. Same shit's been happening to me all day too. Entire enemy team between levels 15-25, and 9/10 times my own team has at least two players below level 10. I just don't know why.
