I ulted with rip-tire on the chinese KOTH map once and my framerate dropped to 10 until I respawned. Haven't figured out what happened there.

Her ult isn't primarily intended for killing you, it's for making you move.

It disrupts an organized and gathered group on the point, forces bastions to transform and book it or die, etc.

Her ult is just meant to get people to fuck off from a point. Getting a kill is just a bonus, because you have to be retarded to stay in that area.

I'm the only dva I've seen use her ult in a manner that isn't shift Q directly at the enemy's face. I know people here bomb with it, but for some reason I've never seen anyone in game actually shoot it up and over something instead of straight in.
