Okay, how about this for an villainous Omnic terrorist support-esque character.

Laser rifle that doesn't have an ammo count, it just overheats if fired too much too quickly. Moderate rate of fire with large laser beams fired.

Alt fire is the gun charges for a second and a half or so before firing. It penetrates up to like 3 surfaces. Gun instantly overheats.

Shift places a jump pad for teammates that can be used to boost to higher locations. Fizzles after a 10 seconds. Can also be destroyed by enemies.

Ultimate knocks out enemies' HUDs for a short time. No ammo counter, no cooldown indicators, no kill feed, no ally indicators, none of it.

Mcree does more single target damage and also stuns, and while tracer doesn't have a vertical teleport, her horizontal one doesn't take like a second and a half to activate while you loudly shout "I'M COMING TO KILL YOU"
