It's a skill cooldown reduction. Used to be useful but now it's useless because of cards.

We'll probably get another interim report on Wednesday then patch notes Sunday night with patch on Monday.

Is there any way to know how much these stats are actually doing for me?

The cards list skill cooldown as a % but in the gear upgrades its just a flat number like +127. Is it giving enough cooldown reduction that its worth stacking from gears or is it kind of shit?

I think original user means how the repeat button just doesn't go straight into repeating the mission, it takes you back to the stage info screen for the mission and you have to press play again.

Pretty useful all around. It's nothing great but critical rate is good, stun resist is the best of the cc resists, and that's a solid proc. Put it on one of your big damage dealers and it'll up your DPS by a good amount.
