Vitamin Quest. I'm not if it hasn't worked, or if early portions of the game aren't translated. RPGMaker Trans generated a _patch and _translated directory, but the nothing in the game from the .exe in the _translated directory seems to be translated.,

You are just not using the translation files right.
You don't need RPG Maker Trans to patch the game, only when you want to translate something new.
You just decrypt the archive, delete it and then copy the translation files over the extracted ones.

The front page of ulmf is littered with shitty platformers, male protag games, and games with awful 3d art. Whats worse is that every one of these western h-games is fucking incomplete and has a patreon page. Ulmf needs to have a quarantine section for these degenerates and their failed ideas.

Game -> decrypt -> feed into RPGMaker Trans, telling it to make a patch directory -> translate text files placed in patch directory -> feed patch and untranslated game into RPGMaker Trans -> get translated game.

You don't use RPG Maker Trans for the Vitamin Quest translation at all, at least not for any version I ever encountered.

One of the newer features of RPGMaker Trans is it works on newer variants of RPGMaker, like XP, VX, and VX Ace.

So yes, you can use it.

You do not need RPGMaker Trans for applying the already existing translation of Vitamin Quest to the game. All you need to do is extract the archive, delete/rename the archive and then overwrite the extracted files with the translation patch.

I wasn't able to find the pre-patched version, so I just grabbed someone's translated data folder from the forums and the game from the authors site. I didn't realize it was as easy as drag-and-drop + deleting the archive.

Because for starters the (normal) western gaming industry puts much more emphasis on graphical prowess than most of the Japanese's, and thus western gamers are way more demanding when it comes to graphics so it would be harder to sell them RPGmaker games with their tiny low quality sprites than to sell them a shitty but flashy (for 5 seconds) action game with bigger sprites and more detailed sex animations.
