No but if you have some sort of receipt for the preorder together with the receipt for the purchase (or if you have an account with them, which lets them see your transaction history with them) you can go back and claim it, just say they must have forgotten to include it.
Then look for some footage from other stores that mentioned it being included with preorders and look up multiple stores so they can't say that it's just a "store exclusive" preorder bonus. Hell you might get an employee that's more useful than that slack jawed moron that attended you the first time.

And it's not really the local store's fault. They were only sent enough artbooks to cover the PS4 orders. Gamestop does this shit. Pissed me off since I preordered months ago, but it can't be helped. Only response is to stop preordering from GS.
