This seems like a weird idea because people don't actively 'run' all the games they've ran in the past and might have no plans on streaming them ever again if you're planning to include everything they ran before. Maybe a list complete with speedrun.com/pb tracker profile would be the best way to go, you can see dates of last PB to get an idea of activity there.
