Rome wasn't the capital for a very significant portion of the Empire's life... There were many times the capital was relocated to Ravenna or Mediolaneum or other cities with better strategic locations.

Holding the city of Rome does not make one "Roman" as in "Imperial Roman".

A republic is a form of governement where officials are elected (check) and have to follow the rule of law (check).
So yeah, it was. Voting rights were restricted to the patrician class (after 1297), but that is not against the concept of republic.
