If you've played VTM:B, would a level 1 obfuscate(no moving) be OP for a level 100 sneak? If you haven't, it's invisibility while crouching and not moving. I've never been a fan of 'master' level perks because they usually render the old skills useless but I can see why people would want them so I've decided to include 1 in my sneak overhaul. If you have a better idea based on stealth and not killing, let me know.
