Just download Ordinator + Apocalypse. Half the frost perks and spells are dedicated to shitting on resistances and paralyzing people.

Well you got two ways really. First you have to have the dragonborn DLC.

First way. Run around in the DLC land, forgot the name of it. Is it morrowind? Its the outskirts of morrowind. Anyways they don't show up til around level 11.

In the debug tab of the menu it will let you auto effect yourself. But if you want to go the old fashion way and get infected, there is also a settings tab that allows you to shift the chances of a werewolf or werebear attack event.
