Assuming you're talking about loading from the main menu? Try coc qasmoke then loading or start a new game first, then load into your old save. If that works, its normal. A lot of people have that issue. Its related to animation mods.

Most of the complaints I've seen about Morrowind combat have concerned their weapons clearly striking the enemy but causing no damage. If they performed a dodge animation when this happened, I imagine people would catch on to what's happening.
