I never thought about that, but you are completely right. since it was being ordered to state laws by non-humans, the AI is not obligated to state laws at all since the order is from a nonhuman, and if it does decide to state laws, it is to throw off the humans into believing the AI is acting like usual, in order to protect itself and the one human.
