Believe it or not this isn't because of the evil police or the corrupt government and law system which writes into law only that you can kill someone in self defense. The reason people shoot to kill is because at every court of law in a crime ridden citizen you will have parasite lawyers prowling the grounds to provide easy legal support to all manner of dindus on the basis it is an easy win - then they will take ridiculous cuts from the uneducated dindus - 60-80% in fees and do it all again.

The problem is a problem with how people profiteer on the legal system that set the precedent in how self defense is now kill to protect. This is why the 'evil' police now always shoot to kill in cases where use of deadly force is authoritized.

tl;dr greedy lawyers profiteering from caught criminals resulted in self defence being either kill or be sued, the same with police.

Also want to add it kind of explains why only she can see the nano ghost. She doesn't have artifical eyes that can be hacked and only she can see these things making them some kind of personal hallucination, since the wayward bots or signals would be detectable in some manner surely.
