Played about a dozen matches with Jaina on PTR.
She's not nerfed in anyway whatsoever and anyone who honestly thinks she is a stupid chimp.
Frost Armor (even slightly nerfed version) coming at 4 instead of not 7 (competing with a literal 15% damage increase talent) is huge. Ice Barrier buff is a massive survival bonus, the extra second is huge, and it's trivial to stack shields and maintain them while fighting on objectives, sieging, or clearing minion waves. Three waves of Blizzard completely changes how Jaina feels. She may as well be a specialist. You can start taking camps as early as 7. You can clear any wave (waveclear is crucial from the get-go with minion changes) with a single Blizzard starting at level 1.
She's still not as well-rounded as Li-Ming, but there is definitely a niche for her and she's amazing against frontline heavy comps that are fronting Sonya or Thrall.

The tiny radius on blizzard makes it so you have a hard time hitting the second wave even with CC, you never hit a third wave unless it's in a mosh pit.
But if you just make Jaina a wave clear mage, instead of an burst mage there is no point to actually picking her. Gul'dan is actually far better at wave clear than Jaina.

The only thing Jaina had going for her was semi-good burst damage and one ult. Now it's just that one ult and nothing else. There exists an entire class of heroes dedicated to waveclear already: they're called specialists and apart from Medivh, they ALL have superior waveclear. Tyrael actually sees a good amount of competitive play, he's more of a support tank with aoe invaulnerability, shields, speed buffs and can steal camps with holy ground. Teamfights are what, 20 seconds long? And like, at a altar or at Blackheart's turn in, surely there are places where you can fuck up one person and force unfavorable movement.
This is my hope. If she's trash, she's trash, but I hope that she isn't and everyone is just underestimating the value of a mage who doesn't have as much burst potential as first pick able bitches.

What's a shitty slow going to do vs Muradin just jumping the fuck away or Valla vaulting in any direction that isn't "your face"? Jaina doesn't have the range to take any advantage of it. Hell, her entire passive is negated by Sonya's and Li Li's passive. Add to that how prevalent Cleanse is in the meta, and you got yourself an assassin who literally does nothing but weigh her team down. Even trollpicking Nova is less of a burden on your team than Jaina.

She's not a very good waveclear assassin, it's a 15 second CD and a small radius so she can clear one wave, but if there is 2 or more waves she needs to commit more to try to clear it. Hitting one wave of blizzard does less damage now, hitting two waves of blizzard and a cone of cold does less damage now than before, she only sees the buff if you ever hit 3 waves on someone.
The biggest problem was 2 waves of blizzard was hard to hit at all even with the radius increase at 4, and now that's is 16 and competes with good talents. You never took the 3rd wave on blizzard at 16 because it was a bad talent, so they just weakened her early game a lot.
Kael can clear waves about as fast, with shorter cds and more mana efficiently. Jaina is nerfed far too much to just have a weak 25% slow that really only ends up being good after you already won the team fight.

the mix of cooldowns, pvp reliable shielding aren't really there for here to be much more than a cheap greymane/kael burst replacement and glorified specialist. for the slow to really matter consistently outside of chasedowns she needs to be rebuilt into a shorter range brawler from lvl1. total rework with baseline ice barrier and a short blink at 16 or 20.
