IBG is a fucking meme and so is blue Ezreal now, and unless you get IBG and Manamune by 10 minutes, you're not going to win with that build. It's been nerfed way too hard for it to be viable on Ezreal now.

Kiting is still important, but IBG's slow isn't going to be as effective on tanks since they'll usually build Merc Treads if they're full tanks or Black Cleaver/Triforce if they're bruisers.
