WoC in the game always have the option to either sacrifice or slaughter.
Totally shitting this out but hey its a decent explanation. Sacrificing is more drawn out and ritualistic trying to get the dark gods favor. Slaughtering is just going balls to the wall on bloodlust leading to a high morale frenzy for a bit.

Skaven will be the biggest clusterfuck to implement, what are you going to do just shove them next to Tilea? No room. If they go with the underground idea its going to be a irksome task. Not to mention new skeletons and whacky ass war machines.
Wood Elves could beat them out, High/Dark involves adding a whole new continent, also unlikely to be early.
Beastie Boys are a horde so no city models to worry about, will need new skeletons and animations but nothing too crazy. Chaos faction campaign mechanics are also pretty simple since its all MAIM KILL BURN and no diplomatic options with most of the map outside raping it. Also some units are shared with WoC, boom already done.
