There's free play as well, also you should get "the best" edition as it's a discount release with more songs included

Are you EU? I've heard it doesn't show up on the Vita store for you guys but if you buy the 3 pack bundle, or buy 2 separately on the webstore then you can download it from your download list.

You can unlock some outfits by doing step up mode or by getting high enough level, but there's not really any collectibles. No story or any other stuff like that.
There's a Step Up play mode that's sort of like a challenge mode. It has things like "only push X for colorful notes", "do this song with the notes moving faster", do this song and miss less than 30 notes" or "do these two songs and get at least an S rank while notes disappear after 2 seconds" to give you a general idea of what it's like.
If you like IA and you're okay with the game being a bit easier than Miku games then go for it. There's 60 songs included on cart. The "the best" release is pretty cheap so go for that one. Here's the track list:

user, the base game has 60 songs. I own a copy of both the original and the "best" version. I may not have put in the "best" version since I only got it for the themes, but I really doubt they added extra songs.

It wouldn't have made any impact. It's like a few tenths of a second faster, but your weapon will still be slow as fuck, that's the curse of the weapon you chose, you can never address it.
