American here. We all know we can't easily beat China in terms of manufacturing and production. So I propose another idea; what if we used tourism to gain revenues? Is that an effective idea, or am I just ignorant of the way the world works?

No. Manufacturing isn't likely to play a large role in the future global economy due to automation.

Tourism isn't a reliable industry, especially not as your biggest GDP source.

30 years ago Italy, Spain and Greece were industrialized nations with massive production plants, high furnaces and a blooming mechanical industry, in Italy they had from Ferrari to Fiat, in Spain they had Seat (now owned by VW), Bultaco and a shitton of truck brands like Pegaso (you can still see a lot of them in Latin America), in Greece they had Namco, they were also massive producers of domestic products like fridges and microwaves and of course their absolutely massive food industry. But once they entered the common European market and the EU they had to go through a process of deindustralization so they wouldn't compete with their cheap products in the same market as Germany, France and the UK, the real big bosses of the EU (till Brexit) who also had the biggest influence and upper hand in the Troika (ECB, EC and IMF) to compensate for this they received economic funds to be "more competitive",

Inferiority complex towards the progressive "northern Europe" (Germany or France are assumed to be "northern"), the common people wanted to become "more like the liberated northern Europeans" from their Danish pornography movies or their French dramas, and the politicians were cool with the wads of cash being passed at them from Brussels for such an atrocity, there were many opposing voices but they were usually shutted down as either "fascist" or "communistic" (I'm capitalistic as fuck but that's true) people didn't know what they were going through, internet didn't exist by then, people just swallowed all the lies the media spouted at them. In Spain the Socialist Party opposed to it at the beginning and they were elected but then once in power they were suddenly in favour of joining the EU and NATO, massive betrayal. Most of them were just blinded by the EU funds in compensation for the deindustralization, they thought it was for the best and that the industry they had wasn't reliable in the long-term, it wasn't true but especially coming from brutal and socially repressive fascist dictatorships (Spain, Portugal and Greece) they were naive and eager to trust the progressive, democratic "perfect northern Angels" as some kind of utterly trustworthy people that wanted the best for everybody. Southern Europeans were blinded by their idealized idea of joining Europe as an act of liberation and modernization due to their extremely socially repressive upbringings.

The Euro was the second stab in the back, just look at how well our economies and industry did after the implementation compared to Germany. The fault? Ours entierely, for not seeing it coming and falling for the trap again.
