Apparently it is. There's a lot of positive feedback from McCree players and negative feedback from every non-tank regarding it.
Genji is like reverse Bastion. People are fucking awful with him low MMR but wipe teams with him in higher ones, so it makes balancing him a fucking mess because you invariably screw one group.

Between the deflect and dash plus his mobility, he has very little downtime/vulnerability. His mobility means he dictates and gets the jump on every single encounter. Using either deflect or dash to close in/engage still leaves him with the other tool to disengage should it not go well.
He's highly forgiving for mistakes and a very safe character overall.
It has a foolproof flowchart of actions consisting of shuriken-ing targets while closing in, deflect when they react/shoot, m2+melee+dash combo point blank, and jump away for cooldowns/health pack (dash also available after kill), which works on every character except tanks that might need several more shuriken hits to down.
Wouldn't be so bad if the shurikens doesn't deal as much damage as it is right now.
That said, my main/only beef with Genji is that his deflect hitbox is massive. you can't even damage him with splash weapons or reliably hit him with McCree flashbang because it just catches the projectile even though it's way off his side/top/bottom. It basically has the size of a proportionally scaled Reinhardt shield. He shouldn't be deflecting stuff which doesn't even hit him in the first place. He's pretty tolerable otherwise, could get some reduction in dash and dragonblade hitbox as well (hitting stuff not even inside his FoV 5 meters away).
What happened at comic-con, did they announce anything about a new character or just the comic thing?
