The difference is that friendship is held as a big thing in this - especially by someone like Naruto, who dur to his upbringing - or lack thereof - treasures his maybe moreso than the average person. Lying to complete a mission is one thing. Lying to a friend - saying that you love them, when you know they've had a crush on you for years - in an attempt to stop them you know they're not going to do, is a bit of a dick move. Naruto was never going to stop his hunt for Sasuke, and Sakura was deluded into thinking that he ever would. However, she still couldn't see the relationship that Sasuke and Naruto had, and decided that she was the biggest thing in Naruto's life and that he'd listen if she said so.
