I agree with your opinion. The front bumper has some fitting evenly with the fender area, so there was some sort of accident. Since the bumper doesn't look all mangled and torn, that means it was either re-installed poorly or the underlying frame still has enough bent parts that the new bumper won't go back on perfectly evenly with all the other gaps.

One would think an official computerized alignment frame would do things properly. If this care had those bumper support bars re-bent by amateurs using jacks and timbers against a wall to get a termporary cosmetic improvement in the fitting, I'd say the damage was increased by their shenanigans. But no idea until you inspect the car in person. You'll need to jack this car up and see what else went on. If you see some long scratch marks underneath, then it must have bottomed out on a high speed chase, so look for long marks on the bottom. Police chases are fun, but not for the history of a car you are possibly buying for $75,000.
