Bit of both. The Ecotec was designed with global input from every single division.
The first division to use the 2.2L L61 Ecotec was Saturn.
The next variant of the Ecotec to come out was the LK9, in the 2003 Saab 9-3 sedan. The LSJ is literally an LK9 but with the turbo setup replaced with an intercooled supercharger setup. The LSJ was only used in the Saturn Ion Redline, Chevy Cobalt SS Supercharged, and the American market Ariel Atom.
The LK9 share everything except the exhaust manifold, intake manifold, and choice of forced induction. Block, head, pistons, crank, connecting rods, etc are all identical.

The SS Turbo uses an LNF, which has a different head, pistons, fuel system (because direct injection), and connecting rods.

All GM's current 2.0L turbos are variants of the LNF varying little.
