motorcyclist was in the middle of the road (out in the countryside)
the motorcyclist slammed his breaks and turned left (into my sisters car) and clipped her right front bumper.
speed limit down that road was 35. he was going so fast that a witness noticed.

Because if Americans look for excuses to avoid responsibility. It's capitalism after all to take as much as you can and give as little back. If the fault is small, then it is worth trying to lie or refuse to admit guilt and say it was the motorcycle's fault somehow. Some americans will immediately call a friend to come and become a false witness, so that is why police pay attention to who was at the intersection at the time AND STAYED. If witnesses leave and come back, it is difficult to discover if they were fake witnesses summoned or not.
Accidents are opportunities to make money regardless of who is at fault. Even if someone is guilty, if they boldly lie and get fake witnesses, or the other guy has weak defense (no lawyer versus your side with lawyer) then you might turn the tables and make it their fault.
Then you collect money with lawsuits. Capitalism good. Europoor socialism bad.

In Japan, blame is shared and the financial penalty is reduced accordingly. In the USA court system, most things are winner take all, thus lying is often done especially if there is no witness to say otherwise.
It's why so many people want dashcam and rearcams because of the lies. The teenager backed into my parked car with his parent's SUV and was about to take off (hit and run) except I chased him down. At that point, he then said boldly AND confidently that I was the one to hit him and that if I pushed it, he would have me pay him damages for what happened to the SUV. That is america. Yes, this teen was well dressed and from a wealthy family as was seen by his clothes, shoes, hair, and lexus suv. His wealthy parents brought him up right. Do not accept blame. Make the other guy take the fall. Winning is everything. Capitialism prosperity or poorhouse pain and mockery take your pick.
Teens always hit and run and lie a lot. They like to label everyone else an asshole because then it becomes okay to hit and run or lie to them. The few exceptions to that observation do not make the rule.
