That's her failure for not being vigilant, or at least aware of her surroundings. Obviously this is all conjecture since Japan is a faggot ass country that doesn't value self defence enough, but any concealed carry instructor will tell you that just having a gun isn't a guarantee of safety, but having a the right mindset while being armed will certainly help.
You know, avoiding abandoned alleyways, being within sight of bystanders, keeping an eye out for strangers making suspicious moves, locking doors and windows when you get home, etc.
