Why doesn't the FGC switch to PC for SFV at least for top 8 or top 64 for bigger tourneys? It's the obviously superiour version with the option to normalize the input delay to amore reasonable level. This was always a reason in the past to switch from PS3 to 360 for sf4 and marvel3 so why not now?

There are still side tournaments for it if you really care. Most of the top players moved on because there's no more money to be made in it. And people followed because that's where the competition is.
The fact is SF4 didn't have any staying power. There's a reason ST and 3S still have a decent sized community. And it has nothing to do with liking the game or not, I liked SF4, but I'm okay with not playing it anymore.

There are tons of games not available on PC and you save a lot of time and money and having everything available on the same thing
Console are a strict standard in many sense of the word, some tournaments have tried playing on PC and you run into a bunch of issues like controllers not working and easier to cheat.

The sidetournaments for usf4 are laughable small if you look at what nummbers it got just one year ago. This is not even about what game may be better because they are vastly different, which should make for 2 big games with support with different players and some overlap looking at the player numbers.
