Strong spells are those like Firestorm, Lichform, Tornado, Chain Lightning, LCS etc.
cBlink on the other hand, is not strong. It simply breaks the game. Is your mind so damaged that infinite blinking simply mean "strong" for you?

Antimagic is really valuable brand against dangerous spellcaster.
If it's very early in the game and you find something truly amazing and you have positive aptitude in the second weaponskill, or if it's around midgame and your first weaponskill is still relatively low and you have positive aptitude in the target skill and you have a crosstraining bonus.
It's basically never worth it, except for switching from shortblades to longblades.
Snakebite is a nice exception though, it's probably worth training that to 0.9 delay even if you only use it as a curareswap.

Axes cross-train with Maces and flails, right? Well training up to 20 for that battleaxe should put your M&F pretty close to 10 for mindelay on that whip, and even if it doesn't, it will be hardly any extra XP with that +2 aptitude.

You can't use things that have been removed from the game entirely, i.e. are no longer exposed in dc-mon.txt (like the old pearl dragon or royal jelly tiles), but there is a section at the bottom of that file that maintains a few older tiles the devs liked enough to keep available for player use
