I removed my black widow card with 20% cooldown proc and put on a civil war 4 with 9% all attack 6% energy attack and 5.5% cooldown time.

Was it worth it to not have the 20% cooldown?

Plus to only way to avoid it is to have a really long I-frame or invincibility because she'll still keep using it for at least one second before she drops it. Star-Lord's 3* skill can't avoid it.

1*: Add iframes, make it like Star Lord's 3* move
2*: Add stun effect, increase damage to 120% of physical attack
3* move: Nowhere to Hide. Add 50% Guaranteed Dodge for 3 seconds
4* passive: When under 50% HP, regenerate 10% HP every second for 3 seconds. 15 second cooldown
5* move: Add midair iframes
6* no uni: Add midair iframes
6* w/uni: Add Immune to all Damage for 2 seconds
T2: Bloodstone Physiology. +30% All Defense, +35% Guaranteed Dodge

That sort of overhaul will never happen, but if her T2 isn't at least some form of HP regeneration to make her WB viable then I'll be disappointed. I'd still T2 her, but damn what a bummer.
