Displacement. If Ferrari makes a v12 that is under 5.5 liters they can use it. If they make it under 4 liters the can turbo or supercharge it. Problem is that their efficiency will be shit which is why all the manufactures are switching to turbos or low displacement cars.

my understanding of the EU standards, and most importantly how they are applied and can be bent, leads me to believe that as long as it's a part of FCA, Ferrari can keep making V12 cars, or for that matter pretty much any cars they like.
