I've literally never heard anyone say this about Vagabond.

Vagabond's problems are that all her good skills have really high CDs and she lacks good low CD skills to make up for this. Some of her good skills also take awhile to deal their full damage compared to some other class's skills that deal damage much faster (All the 2nd Awakening skills are an example of this).

As for the DI to Refined Terranium ratio for Evildom Break entries we don't know yet. 90 cap won't be live until tonight but even then you can't exchange DI for Refined Terranium until you reach Central Park (Doesn't unlock until you get to the Red Witch's Forest) which will take awhile given that the scenarios for Metro Center are pretty long.
