Only if you hit 2+ mobs close together with 2+ Fireballs.
2 Fireballs cannot hit 1 target and 1 Fireball will hit all enemies in an AoE around where it explodes.
That said, though, Fireball is terrible even if you get several mobs really close together and spam LMP/GMP Fireball at them.
Back when Act 4 was in Beta, they postulated about maybe making it so Fireball exploded every time it hit an enemy instead of when it broke, but that never happened and it's still total ass.

Also Ic Spear feels weird compared to like bow skills with GMP, theres something about its coverage that isn't right, its slow and misses a monster every now and then. I guess you can make up for it with the fact that you can WB.
