Looking at a 78 Honda cv500 for my first bike. I go see the bike tomorrow. Is there anything I should specifically look for with this bike? I am 6'3" so I am wondering if I'll have enough leg room with this bike or is that not really going to matter?

Unless you're already mechanically inclined, you're about to buy a Garage Queen. A 40 year old bike is going to have plenty of weirdness to deal with from age (frame warping so things don't fit and move right, part availability, etc).

What's stopping modern Rotary Engine designs? Things petered out in the late 70s/early 80s because the engines then were a bit shitty, but more modern engines have greatly reduced slide-sealing problems.

Sure you are going to have to clean the carbs and fiddle with it here and there but 70's hondas are dead reliable.
I had a '79 CB650 for my first bike that had 2000 miles on it when I bought it and put 6000 miles on it. All I had to do was valve adjustments and clean the carbs. Never left me stranded, and did a 2000 mile road trip on it.
