I would suggest a 2016 Chrysler 200C with AWD and with a 3.6L V6, stock is 295 hp, but aftermarket parts are a bit hard to find, but there is some things that you can do to it

Don't delude yourself. The Civic Si isn't bad, but it is certainly nowhere near the GT86 in terms of driving dynamics. If we're talking about stock for stock as a daily driver you might have a point since the Civic Si is easier to live with, but since he's looking to get into modifications and whatnot then he may as well get the superior sports car.

Get a 2 door g35 sport and twin turbo.

G35 with 30-50k miles ~15k
TT kit w/intercooler. 5-10k
Fueling and haltech. 3k
Wheels, tires and suspension 4k

Good 450whp. If you get bored with that you can up your build the motor, up your fueling and go e85 for anywhere 600-700hp. But that's another 10k unless you do it yourself.
