So if you are unsure, it is always 1 or 0 (not the case for classic cars, but they cannot be run anyway). >VINs must be 17 characters exactly. If you want to know if it's ever been in an accident, number of owners, fleet use history, etc. then you have to wait for OP or pay, but you can look up if a car is flagged as stolen for free without an account.

So MyCARFAX app reports 9,395 miles and passed new york safety/emissions inspections in November 2015, but a CARFAX history report can only see the initial mileage from the title in 2014.
