COnsidering who the main villain of the game is, I see no reason why he can't build a fake VR.

There is literally nothing above Philemon and Nyarlathotep in the Persona universe. Nyx is the only exception because she is literally death.

Every "god" any persona user has encountered is from the Collective Unconsciousness. Though they have power, they aren't high on the food chain as Phil and Nyar.
