So how do we balance her?
Any ideas?

Zarya has no armor and the lowest HP of all the tanks.
She mitigates damage by applying a shield. Either
>You don't shoot the shield for 2 seconds
or
>You treat the target as if it has an extra 200 health, and you deal with Zarya's increased damage

She does 95 DPS at 0 charge, and 190 at maximum charge. If you feel that her damage is too strong, then you're shooting her shields too much without reasonable payoff (ie. you aren't killing what is getting shielded to make it worth hurting the shield)

If you feel that her protection levels are too strong because you have to wait 2 seconds after something is shielded, then you're not giving fair credit to Zarya's role as a tank, where comparitively Reinhardt is a walking 2000 shield barrier, Winston can drop an 800 barrier which lasts 5 seconds, and D.Va can stop all but the 4 beam attacks for 4 seconds.
