probably has to meet emissions out of the factory. i'm not sure if most manufacturers apart from small hyper-car companies could sell 1000 HP cars stock otherwise the horsepower wars that would occur would eventually lead to nuclear fusion. Plus, we don't know what a modified Veyron would be like or if its possible or not.
