Reducing auto regulations isn't anti protectionist, Idiot. He'll make it easier for American companies to produce and sell automobiles in the US by reducing auto regulations but keep foreign cars at the same price level by increasing IMPORT regulations. It makes perfect sense really. Puts more money into American companies on the domestic side, more money into the tax budget on the import side and doesn't cost the consumers any more on the showroom floor just gets rid of a bunch of "safety" bullshit that few people want and those that do will just buy the "safe" models while the rest of us don't have it shoved down our throats on economy and sport cars.

Other countries have more regulations against USA cars entering their country. Thus, compared to the USA, a state of overregulation exists.

A similar concept but better worded than how Trump said it off the cuff is how Tom Clancy described and solved the overregulation problem in one of his jack ryan series of novels titled "Debt of Honor".

The concept was called the Trade Reform Act (TRA). It was meant to be a solution where trade negotiations for fair trade fail between the United States and a trading partner using unfair tactics to prevent USA companies from selling. TRA is where Congress passes a law enabling the U.S. to mirror the trade practices of the countries from which it imports goods.

Places like China have laws saying you can't sell there unless chinese companies have majority ownership and controlling partner interest. Of course, you provide the capital and training and transfer intellectual property rights and patent info to them for a minority share and no guarantee of success. Both chrysler and boeing had notable past failures where the purpose was to legally obtain training, funds, and trade secrets whereupon the partnership company then folded up leaving the american companies with big losses and lost rights to intellectual property and patents.

Clancy's TRA would have equalized that overregulation problem that China (and other countries) use to have unequal trade and manufacturing practices. So Trump is correct in his meaning, but because he doesn't speak like a politician, it is easy to quote him in such a way that he looks like a buffoon.

But Trump is essentiallly right if you take Clancy's more polished explanation of what the TRA is about.

The sequel to Tom Clancy's "Debt of Honor" is "The Bear and the Dragon" and it reveals China as the real manipulator of the trade troubles that occurred.

He's the only one that straight up says everything is a negotiation. He's the only politician of the last ~40 years that hasn't used the old "I will do this, I will do that" routine.
