That's not really going to do anything. He's counting on closing boards to force a bunch of people to leave. Merging does near nothing about traffic and I doubt it would do anything for the other resources either.
People going elsewhere to post/view the same shit does nothing. It could get much worse if it forces a smaller than necessary page limit and now people are spam posting garbage in order to keep their threads up.

Of the options in 1, reducing the image size is probably the most effective and least invasive by far. This isn't 2000, so they can do much better than just a static limit too. Embeds are seamless enough for stuff that has a real reason to be fuckhueg.

This might kill boards that use excess amounts of traffic compared to their size though.

Deleting boards likely won't help with traffic issues either. Example:

You can see where I'm going with this. If anything, some of the native board population would leave from the newcomers shitting the place up. This is why I'm against board deletion outside of deleting porn boards. Sure, a small fraction of people may leave, but I'd reckon most Veeky Forums users are here for the long run. I personally wouldn't leave if x board I used got deleted.

/pol/ and /b/ are pretty much forced to stay forever due to being containment boards. The few times moot fucked over /b/ for a laff had everybody go and make /v/ and other boards living hellholes until whatever fucked /b/ over passed.
The reason /x/ turned to pure unadulterated shit was that /b/ decided to invade one day and never fucking left.
