This is my list according to CoC + Warfare

1. Monolith - CLEANSE THE ZONE
2. Bandits - Cheeki Breeki
3. Ecologists - Studying the zone should always be priority one
4. Military - They're just doing their duty protecting the people from the zone
5. Loners - Shares a base with duty making it impossible to loose
6. Clear Sky - Best starting area in the series, but kinda pointless in CoC
7. Freedom - Best base, to easy to defend. Literally impossible to loose
8. Duty - Shares a base with loners making it impossible to loose
9. Mercenaries - Literally who

Nah, master won't fix this by much. It's all about pseudogiant attack damage in his config and stalkers wound_immunity in m_stalker.ltx, I think.

Chernobyl Weapon Pack

it's a modified version of the AA2 enb, I only modified like 10 lines but it make everything looks a lot better somehow, plus it runs smoothly for me, try around yourself and see what's good

How do I keep him alive?

You can respawn him through debug or you can increase his resist in gamedata\configs\creatures\profiles\special\m_stalker_zat_b18_noah.ltx. Add a lot of zeroes to those:
strike_immunity = 0.01
wound_immunity = 0.01
explosion_immunity = 0.01
fire_wound_immunity = 0.2
wound_2_immunity = 0.01

I've not had a single one so far after fairly extensive play this week; plenty of wounded enemies and friendlies (friendlies still accept medkit just fine), but 0 surrenders, from the ground or otherwise.

I wish he didn't delete the old patches on Moddb and keep the old comment chain. It's fucking confusing when people are talking about shit that's 3 hotfixes obsolete. Also Moddb doesn't give me notifications every time he overwrites an old patch with a new one.

Most bitter misery veterans make it a point to just murder him ASAP and take his stuff before someone else has the chance. It's cheap, but it works.
