Close enough that there's a bend in my elbows and knees with about a hand's width horizontally between the bottom of the wheel and my leg
I'm about 6'2" but I prefer to sit scooted up as far as I can

use right hand to adjust seat until left hand is strait
put both hands on wheel
start at 11.30 and 00.30
move to- 09.30 and 02.30
during this nor your back or shoulders should leave the back of the seat
make further adjustments until you feel every movement required is within reach

I drive with both knees in the dashboard.
Til my wrist are at the wheel so usually all the way back and the seat sitting almost at 90 degrees just a little leaned back
I start with my seat back just far enough that there's a slight bend in my knee with the clutch fully depressed, then adjust layback until my elbows (holding the wheel at 3 and 9) are slightly bent when the wheel is turned 180 degrees in either direction. Then I make slight adjustments if required.

Rule of thumb is you're sitting right with your head a half fist width away from the headrest and your wrists can sit on top of the steering wheel without your arms being stretched/with your elbow bent a bit.
I got an old vehicle with a giant ass steering wheel, so I dont get to decide.
Even with the seat all the way back its nearly impossible for fat people to steal my truck.
I'm Mexican so lean pretty far back for maximum comfy cruising while disturbing the peace with my 6 12's

I typically sit just under arms length from the wheel, just enough to relax the arms a bit at the top of the wheel by the wrist.
My coworker Jerry in the passenger seat however, likes to hunt for noises by climbing up onto the dashboard while requesting that I "swerve like a drunk and gas and brake real hard".
I'm actually quite surprised we haven't been pulled over during our noise hunting test drives.

To the point my arms are nearly straight. I'm also kind of tall so I bring my seat to the floor.
When my left and right arm are fully extended, the distal part of my wrists rests on top of the steering wheel.

I sit so that my arms are far more extended than in that image. Its probably not the best, but I picked it up from my father (he's 6'8" tall so he has to have all his seats custom moved back)
fyi your arm and forearm should form a 90 degrees angle
