Let me add to you good sir, since you forget other nice things about Ogre:

A level 16 Ogre, with all skills maxed, has:

Fireblast, a 6 second cooldown 1.5 second stun that deals 220 damage. If Multicasted, the stun can be up to 3 seconds and the damage 880.

Ignite, a 400 dot, 26% slow that lasts 8 seconds with a cast range of 1150 and a 450 radius. If Multicasted, The spell can fire multiple projectiles.

Bloodlust, a 30 second duration buff that gives 16% movement speed, equivalent to a S+Y, PLUS 60 attack speed, equivalent to a consumed moonshard, with a 5 second cooldown. Multicasted, it affects multiple allies.

Adding an Aghs to this Ogre gives him Unrefined Fireblast, giving him a constantly available Fireblast (as it costs a % of current mana) that does 25% more damage.

EDIT: I'm gonna add more:

Ogre Magi has more starting strength than 17 heroes, while being tied with 7. The rest are obviously higher. He also has more strength gain than all but 4 strength heroes, two of these he's tied with.

He's tied with Nyx assassin with highest health regen on a hero (3.5 as you said), but has 5 more starting armor than him. In comparison to Axe, who has 3 health regen, he has 7 more armor (Axe starts with -1).
