Is this bad design? The whole premise of POTD if not in a full group basically forces you to pull one enemy at a time from range and never move or else you die from RNG.

Get good. Get in range and stop before pulling. Even worse if you're solo, you need to be more careful. But yes, PotD is not well-designed.
