Actually, I went and found the answer for myself. Shinonome has historical Bucky's guns in the Type A dual mounts. What is currently displayed in-game for regular Bucky are the Type B dual mounts.

There's a reason why Fubuki was the first Special Type destroyer and yet was the most heavily armed. The Japanese realized afterwards that shoving all those weapon systems onto a tiny DD hull was actually a really bad idea, so the subsequent classes had fewer weapons so as to try to get better seakeeping.
