Shidou wanted to use the PT leader's death to ensure that they'd be blamed for the berserk- and shellification incidents. The "suicide," and the speculated reason for it (basically "his pride was wounded after he got caught," because cases like that happened before) were to ensure that'd work. He's had the police under his control for years now, to the point they're basically his dogs, so of course he'd use that control to ensure they wouldn't investigate what really happened.
