I had a dumb idea of making a lightweight sandrail with a Kawasaki zx6r engine, for the sole purpose of its 18,000rpm redline, and to turbo it for lulz. Basically make it sound like a F1 car.

The most important metric is compression ratio. Unfortunately bikes stout enough to turbo on stock internals are typically pretty strung out from the factory already

Highest rpms you'll get is a 2010ish maybe 600 at like 16.5 or something unless you import a 250rr engine that makes no power

Just about every turbo build I've seen, people increase displacement and reduce compression slightly. These bikes run at >12:1 compression already. If you're going to the trouble of adding a turbo you should at leas do it right and make good power from it.

It just doesn't down shift. No rev blipping or clutch releasing, foot lifted off shifter, stomping back down etc. It sometimes just doesn't down shift from 3-2. Bike is a new R3 btw. I'm thinking of taking it back to the dealer.

It doesn't go anywhere. Doesn't go into neutral, doesn't go halfway to the next gear. No clunk, no feel whatsoever. Just stays in 3 like i never downshifted.
I've tried that. Doesn't make a difference. Its also only going from 3-2 that its a problem. All other downshifts are smooth with minimal fuss (even 2-1 while moving).

Try lifting the shifter up a little bit it might be getting stuck at the bottom. Take it back to the dealer.
higher rpm = higher piston speed = higher friction temperatures & increased stress on just about every engine component

Well it's not that simple either. Running extremely fast exposes the engine to a lot more acceleration stresses, while lugging the engine super low also exposes it to a lot of shaking and acceleration as the engine slows down noticeably between power strokes so you get a big jolt as it reaches combustion point.

The rod is what takes all the stress in a motor. Combustion pressure only makes a certain amount of force on the rod, RPM really doesn't matter force on the rod through the piston might as well be a constant. The real problem is the rod making the piston change directions when it passes TDC and BDC, that force actually changes in a logarithmic scale, with high RPM the forces get stupid large, this is why manufactures try to keep pistons as light as possible.
