I miss the time when games were just complete at some point.
There wasn't a constant pressure for "change" or to "evolve". Patches were issued but they didn't change core game mechanics 5 years after launch to please 15 year olds.

I think its more along the lines that the talents seem to be instrinsic to heroes, so you would assume the cooldown reduction only works for the hero abilities on not their items as well... i dont know to be honest i thought it was obvious as well, same reason why spell amplification works on items.
