It's probably mostly about just having a stun because heroes that don't do damage and don't have stuns are worthless. It's a pretty good stun but it NEEDS blink dagger to work.

You don't need blink dagger. The delay away from trees gives you almost a full second to reach your target, so unless your target is in the middle of the river you should still be able to stun enemies. Blink dagger just enables you to do it faster.
