True question is, where does the delay occur? DAC and ADC work with all bits in parallel, so why the buffering? It's evidently possible to send audio over in real time, or else the stream would soon break. So why the delay? Or, why any more delay than 10 or 20ms, as much as the sound card takes for it's stuff?

I don't own a set of wireless headphones so I have no idea. If it were sent digitally wirelessly that would be one giant cause of delay, and then if the conversion occurred on the headphones itself, that is the other reason.
There tends to be some delay for things like that actually, so yes.
But with mice, you don't have much to upstream serially. You could store almost all of the mouse actions in a short bitfield.
