Empire is too easy for most Europeans.
Austria can basically steamroll the Turks out of Europe in 15 turns.
Prussia can steamroll all of Germany and Poland by turn 10.
France and England can knock each other out respectively by turn 10. And from then on there's no challenges left for them.
The only mildly challenging/interesting the campaign offers are Sweden, Poland and Ottomans since everybody want to kill you. Russia is so so mainly because the large distances mean you're not going to steamrolling the world from turn 1.
I kinda want to sit back and wait for a few decades for the AI to get its shit together before going to war.
